Born on May 9, 1940.

In 1963 graduated from Moscow Energy Engineering Institute in the field of “High Voltage Technics”.

Started career in Moscow Energy Engineering Institute; in 1966 upon upholding his Ph. D. thesis he was hired to the All-Union Electrotechnical Institute to the position of Dielectrics Lab Manager. In 1973 he was appointed to the position of Deputy Director of the All-Union Electrotechnical Institute; in 1974: to the position of the First Deputy Director of the All-Union Electrotechnical Institute; and in 1986: to the position of the General Director of the All-Union Electrotechnical Institute.

In 1981 he was given the ED degree. In 1988 he was given the academic status of Professor.

Basic scientific interests: the research of gas insulation and development of devices for transmission and distribution of electrical energy devices applying it. 105 studies have been published, including two monographs.

From 1987 worked in the USSR State Committee for Science and Technics in the position of Deputy Chairman of the Committee; later was appointed the First Deputy of Science Minister of Russia.

From 1994 until 2008 Prof. Bortnik had been the General Director of the Foundation for Assistance to Small Innovative Enterprises (FASIE).

Since 2008 and until now Mr. Bortnik is the Chairman of the Advisory Board of the Foundation for Assistance to Small Innovative Enterprises (FASIE).

Since 2010 (until now) Mr. Bortnik is an Executive Director of the Association of economic interaction of subordinate entities of the Russian Federation “Association of innovative regions of Russia” (AIRR).
